Governor McDonnell Announces Board Appointments And Additional Appointments To Administration

Governor Bob McDonnell today announced additional appointments to his administration under the Administration, Agriculture and Forestry, Commonwealth Preparedness and Public Safety secretariats.  McDonnell announced appointments to four boards of visitors: the College of William and Mary; George Mason University; Virginia Polytechnic Institute and State University; and, the University of Virginia and affiliated schools.  He also announced appointments to three other Virginia boards and commissions.

Logan A. Pugh, Assistant Secretary of Administration

Logan Pugh is a native of Wytheville, VA. He is a graduate of the University of Virginia Frank Batten School of Leadership and Public Policy where he earned a Masters of Public Policy with a focus on economic development in rural Virginia. He earned his BA in Government from the University of Virginia. Logan previously worked for United States Senator John W. Warner, and later for the Senate Committee on Small Business and Entrepreneurship.

Ida Outlaw McPherson, Director, Department of Minority Business Enterprise

Ida McPherson is a native of Suffolk, Virginia.  She graduated from Park College in Parkville, Missouri in 1972 cum laude with a Bachelor of Arts Degree in Political Science.  Thereafter, she attended Howard University School of Law and received her Juris Doctorate degree cum laude in 1975.  She has practiced law in Hampton Roads, Virginia, since returning to the area in 1976. She was admitted to the Virginia State Bar, the Virginia Supreme Court, and the U.S. District Court for the Eastern District of Virginia, where she has practiced bankruptcy law as well.

Her primary practice has concentrated on issues affecting disenfranchised individuals and minorities in their individual capacities and as owners of small businesses.  She has counseled and provided legal assistance to numerous businesses, in industries such as construction, architecture, education, banking and computer technology. She has been an advocate for equal rights and opportunities for women and minorities throughout her practice.

She has served as an Appeals Examiner for the Virginia Employment Commission, a Special Assistant Attorney General for appeals, a Special Assistant to the Virginia Highway Department for real estate matters, Managing Attorney of Legal Aid of Suffolk, and Eastern Virginia Legal Aid Society, Norfolk, Virginia.  She served as general counsel to the Laurel Shelter, where she represented victims of domestic violence. She was previously appointed by Governors James Gilmore and George Allen to serve on the Virginia Manufactured Housing Board where she also served as Chairman and is currently a member of the Board of Directors of Habitat for Humanities, Norfolk, Virginia.

She was a Past President of the Virginia Association of Black Women Attorneys and the organization was awarded several Awards of Merit and Certificates of Achievement form the Virginia State Bar during her service; former President of the Suffolk NAACP; and, a member of the Suffolk Alumnae Chapter of Delta Sigma Theta.

Sara Wilson, Director, Department of Human Resource Management

Sara Redding Wilson was appointed Director of the Virginia Department of Human Resource Management in April 1998, and has served four governors. During her tenure, Sara has been instrumental in the re-engineering of human resource programs statewide.  Under her leadership, Virginia was recognized by the Pew Charitable Trust Government Management Project as the leader in human resources management and was the only state to receive an “A” in People.

Sara is the former Executive Vice President, General Counsel and Corporate Secretary for Signet Banking Corporation, and was a member of its Management Committee.  She is an experienced attorney in practice for over 20 years. Sara is a graduate of Hamilton College with a degree in mathematics, and the University of Richmond School of Law.  In addition to graduate work in psychology at Columbia University, Sara attended the Executive Program at the Fuqua School of Business at Duke University and the Virginia Executive Institute at Virginia Commonwealth University’s Center for Public Policy.  Currently Sara serves as Past President of the National Association of State Personnel Executives (NASPE).

Linda Roberts, Special Assistant

Linda Roberts has over sixteen years of experience with the Office of Attorney General as Senior Receptionist.  Previously, she worked worked for Blue Cross and Blue Shield of Virginia and Maryland for over fourteen years where her last position was in Sales and Marketing for Small Group Accounts. Roberts attended Virginia State University and Virginia Commonwealth University.

Agriculture and Forestry

Rodney Phillips, Administrator, Virginia Milk Commission*

Rodney Phillips has held the position of Administrator of the State Milk Commission for the Commonwealth since January of 1992.  Phillips has over 30 years of experience in the dairy industry and has proven his abilities in the administration and management of milk producing, processing and distribution, as well as the administration of regulatory programs established by the Virginia Milk Commission.  He formerly held positions with the Maryland and Virginia Producers cooperative Association, Inc., Dairymen, Inc., and Burris Blake Dairy Farm.

Phillips received a B.S. in Animal Husbandry from North Carolina State University.  He is currently a member of the International Association of Milk Control Agencies Executive Board.

Cassidy Vestal, Executive/Special Assistant with the Secretary of Agriculture and Forestry

Cassidy Vestal most recently served as Administrative Secretary Senior in the Office of the Attorney General.  She currently attends the University of Richmond.

Commonwealth Preparedness

Wendy Hoffman, Executive Assistant, Office of the Assistant to the Governor for Commonwealth Preparedness*

Wendy C. Hoffman has been re-appointed as the Executive Assistant to the Office of Commonwealth Preparedness. Mrs. Hoffman worked with the Virginia Department of Emergency Management for ten years before making the transition to the Office of Commonwealth Preparedness as a Special Assistant to Governor Mark Warner and Governor Timothy Kaine. Mrs. Hoffman has a Bachelor of Science Degree from Virginia Commonwealth University. Mrs. Hoffman resides in Goochland County.

Megan Samford, Critical Infrastructure Coordinator, Office of Commonwealth Preparedness

Megan Samford has three years experience working with the Governor’s Office of Commonwealth Preparedness. She is a 2007 graduate of Virginia Commonwealth University with bachelors’ degrees in Homeland Security and Emergency Preparedness as well as Political Science.  She is currently pursuing two masters’ degrees in Homeland Security and Emergency Preparedness as well as Public Administration and will graduate in Spring 2011.  In 2007, Megan was selected to receive the Excellence in Virginia Government Awards Scholarship for her continuing graduate studies.  Megan was also the first scholarship recipient of the American Society for Industrial Security Scholarship.

Kerry Struver, Grants Coordinator, Office of Commonwealth Preparedness

Kerry Stuver previously served as Special Assistant for Interoperability in the Office of Commonwealth Preparedness.  Prior to her work with the Office of Commonwealth Preparedness, Kerry served the Governor’s Office in various roles with the Secretary of Transportation’s Office and the Executive Mansion.  Kerry is a graduate of Virginia Tech and resides in Richmond.

Public Safety

Andrew Molloy, Chief Deputy Superintendent, Department of Correctional Education

Drew Molloy began his corrections career in 1977, working for the Richmond TASC program. After more than six years at TASC,  he took a position with the Virginia Department of Corrections as a State Probation and Parole Officer where he remained for over five years before moving into Department of Corrections administration as the Special Programs Manager for Community Corrections. He held that position for 10 years and then transferred to the Virginia Department of Criminal Justice Services, where he worked for 4 years, his last position being Assistant Section Chief for Adult Corrections.

In November 2003 Malloy took a position as Correctional Programs Specialist with the National Institute of Corrections, United States Department of Justice.  In August of 2005, he began work as the Senior Policy Advisor for Corrections with the Bureau of Justice Assistance, located within the Office of Justice Programs of the United States Department of Justice.  In 2007, he began serving as the Associate Deputy Director for Justice Systems in the BJA Policy Section, overseeing the corrections, adjudication, tribal and mental health/substance abuse portfolios. One of the primary responsibilities of his work at BJA has been in overseeing the offender reentry initiatives, first with President Bush’s Prisoner Reentry Initiative and then with the Second Chance Act offender reentry initiative which greatly expanded  reentry efforts across the country.

Molloy is a Past- President of the American Probation and Parole Association.  In 1989, he was named the Virginia Probation and Parole Officer of the Year.  Additionally, Molloy has served on numerous state and national workgroups/task forces addressing corrections, reentry, offender supervision and treatment. He is a graduate of James Madison University. He and his wife Julie reside in Glen Allen.
